About Roy Peña
Raul Roy Peña III is a lifelong resident of Roma, Texas, and a dedicated public servant for Starr County’s Precinct 2. Raised in a family rooted in education and public service, Roy learned early that leadership is not about titles — it’s about responsibility.
Before serving as County Commissioner, Roy spent 17 years as a History teacher at Roma Middle School. That experience shaped his approach to
leadership with patience, empathy, and a strong commitment to listening before acting.
As Commissioner, Roy focuses on responsible use of public resources, improving infrastructure, and ensuring that county services truly benefit the families he represents.

Serving Precinct 2
During his time as County Commissioner, Roy has focused on strengthening infrastructure and improving community spaces across Precinct 2.
Some of the projects that bring him the greatest satisfaction include:
- Construction of the Maintenance Offices
- Renovation of the Roma Library
- Renovation of the Salineno Library
- Improvements to the Community Center
- Renovation of the cafeterias in Roma and Salineno
Each project was guided by one goal: to provide dignified, functional spaces that better serve residents of Precinct 2.
